Mystery Solved: The Mounted Police of the Camino

Those uniformed horsemen commonly seen on the Camino de Santiago are members of the Guardia Civil, Spain's national rural police and gendarmerie. They're deployed as an equestrian patrol unit to protect pilgrims, assist with emergencies, and navigate rugged terrain that motor vehicles cannot reach.
The mounted officers offer visible security, check on lone walkers, provide directions, and assist with medical issues or lost documents. The height of the horses gives officers a strategic vantage point for crowd control and spotting individuals in distress.
